NAKASEC’s State of the Union 2023

Washington D.C. – Tonight, President Biden is due to deliver his State of the Union address. The National Korean American Service and Education Consortium (NAKASEC) Network released their own analysis:

We continue to witness an increasingly dangerous faction of Congress intent on destroying the civil rights, liberties, and safety of millions of people. As some members of Congress attempt to move the United States toward totalitarianism, these members are purposefully distracting and dividing the American people. It is in this hostile atmosphere that President Biden operates.

To his credit, President Biden has managed some successes for human and civil rights. Temporary Protected Status (TPS) was expanded for Afghanistan, Cameroon, Haiti, Ukraine, Venezuela, and others; thereby protecting the lives of hundreds of thousands of people. In the face of attacks at state and federal levels, Biden took action to protect reproductive healthcare access and marriage equality.

In taking these steps, the United States is a safer place for many individuals and families to live and pursue their dreams. As a nationwide network that serves Korean and Asian Americans and immigrants, we know too-well that when human liberties are attacked or voices unheard, it is marginalized communities – including and especially those who are Black, brown, Indigenous, Asian, disabled, queer, without citizenship, and working class – who suffer most.

Despite these measures, President Biden’s tenure continues to neglect and harm millions of people who live, work, and love in the U.S. The Biden-Harris administration has failed to decry the false and dangerous lies blaming marginalized communities for the problems created by corporate greed, U.S. imperialism, and unchecked political power. In fact, they have pandered to some members’ racism – echoing their rhetoric, increasing funding for enforcement at the U.S.-Mexico border, expanding the racist policy known as Title 42 that denies people the right to seek asylum, and deepening anti-China sentiment and fears. Equitable reform to the immigration system has yet to be seen, and millions of families, students, adoptees, workers, and elders continue to live in uncertain limbo.

Mel Lee, Executive Director of NAKASEC’s Pennsylvania affiliate, Woori Center, said: “The United States expresses pride in being a country of welcome and refuge, but this has not been true for millions of us. I hope that in the next two years of this term, the Biden-Harris administration will exercise their political weight and will to make this claim a truth. We need fair and equitable systems that respect the dignity and rights of every person – regardless of race, gender, disability, sexual orientation, or citizenship status.”

Hyunja Norman, Executive Director of NAKASEC’s Texas affiliate, Woori Juntos, said: “Even though the United States has made significant steps to welcome refugees and im/migrants, we must recognize that there are still large gaps that fail to support the millions of people who live and work in this country. The Biden-Harris administration must push for equitable resources that promote the rights of our marginalized communities that contribute to the growth of our diverse communities.

2023년 연두교서에 관한 미교협 성명서

워싱턴, D.C. – 오늘밤 바이든 대통령은 연두교서를 발표합니다. 미주한인봉사교육단체협의회 (미교협, 나카섹)는 다음과 같은 우리의 분석을 공유합니다:

우리는 의회내의 점점 더 위험해지고 있는 파당이 수백만의 민권, 자유, 안전을 파괴하려는 의도를 목도하고 있다. 의원 일부가 미국을 전체주의로 끌고 가려고 시도하면서 의도적으로 미국민의 집중을 산만하게 하며 국론을 분열시키고 있다. 바이든 대통령은 이런 적대적 분위기속에서 국정을 이끌고 있다.

바이든 대통령은 인권과 민권 분야에서 일정한 성공을 이뤄냈다. 임시 보호 신분이 아프가니스탄, 카메룬, 아이티, 우크라이나, 베네수엘라 및 다른 나라 난민에게 확대되어 수백수천명의 생명이 보호될 수 있었다. 주와 연방 차원에서 야기되고 있는 공격을 막아내면서 바이든 대통령은 임산관련 의료접근성결혼의 평등을 보호하는 조치를 취했다.

이런 조치들을 통해 미국은 수많은 개인과 가정들에게 더욱 더 안전한 나라가 됨으로써 그들이 꿈을 추구할 수 있게 했다. 한인, 동양계 미국인, 이민자를 섬기는 전국조직으로서 미교협은 인간의 자유가 공격당하고 목소리가 무시당할 때, 흑인, 남미계, 원주민, 동양인, 장애자, 성소수자, 비시민권자, 그리고 노동자등 외곽의 소외된 지역사회가 가장 큰 고통을 받는다는 것을 실감하고 있다. 

이런 실적들에도 불구하고 바이든 대통령은 미국에서 살고 일하며 미국을 사랑하는 수백만명을 아직도 방치하고 있다. 바이든-해리스 행정부는 기업의 탐욕, 미제국주의, 무책임한 정치력으로 야기된 문제를 소외계층의 탓으로 돌리는 허황되고 위험한 거짓을 규탄하는데 실패했고, 일부 의원의 인종차별주의에 영합하여 그들의 수사법인 미국-멕시코 국경순찰을 위한 예산을 증강하고, 인종차별정책인 망명신청의 권리를 거부하는 타이틀 42을 확대적용하며, 반중국 정서를 확산하여 공포를 깊게하고 있다. 이민제도의 공정한 개혁은 아직도 이뤄지지 않고 있으며 수백만의 가족, 학생, 입양인, 노동자, 연장자들이 불확실한 상황속에 놓여 있다.

우리센터, 미교협 펜실베니아 회원단체, 멜 리 사무총장은 “미국은 이민자를 환영하고 피난처를 제공하는 나라임을 자랑스럽게 생각하나 수백만명에게 이는 진실이 아니었다. 잔여임기 2년동안 바이든-해리스 행정부는 그들의 정치력 비중을 행사하여 이게 현실이 되게하길 바란다. 인종, 성별, 장애, 성적 취향, 시민권 신분등에 상관없이 모든 사람의 존엄과 권리를 존중하는 정의롭고 공평한 제도가 필요하다”고 말했다. 

우리훈토스, 미교협 텍사스 회원단체, 현자 노만 사무총장은 “그동안 미국이 난민과 이민자를 환영하기 위한 중요한 업적을 이뤄냈지만, 이 나라에서 살고 일하는 수백만의 사람들을 지원하는데 실패함으로써 아직도 메워야 할 큰 격차가 있음을 인정해야 한다. 바이든-해리스 행정부는 소외계층의 권리를 추진하고 그들을 위한 공정한 자원을 확보함으로써 다양한 지역사회들의 지속적 성장을 위해 노력해야 한다”고 말했다.
