NAKASEC Condemns Anti-Asian Language in Recently Passed CHIPs and Science Act
Washington, D.C. – On July 28, 2022, Congress passed the CHIPs and Science Act which allocates tens of billions of dollars toward the domestic manufacturing of semiconductors. It is to be sent to President Biden’s desk to be signed into law.
While innocuous in its name, the narrative motivating the passage of the CHIPs Plus bill signals a worrying increase in anti-China sentiment and rhetoric. Comments from legislators include worrisome and problematic language and ideas that harm Asian American and immigrant communities. White supremacy is embedded in the foundations of the United States, and so it is of little surprise to see the continued targeting of specific countries and ethnicities. Indeed, the Chinese Exclusion Act of 1882 passed under similar claims of threat and security, and subsequent legislation for decades continued to malign Asian countries. Such rhetoric and legislation continue to harm Asian communities, and at a time when we are seeing elevated levels of violence against our communities, it is critical that the U.S. does not expand federal policies that discriminate against people on the basis of race, ethnicity, ability, sex or gender, national origin, or religious background.
While we are pleased that the CHIPs Plus bill has removed much of the worst anti-China sentiment thanks to the advocacy and work of AANHPI communities and organizations, these initiatives have been touted as vital to American competitiveness, with legislators and media pundits directly pitting the United States against China in the “race” for technological superiority and security. To be clear, the National Korean American Service and Education Consortium (NAKASEC) vehemently opposes any and all anti-Asian and anti-China rhetoric.
“We continue to see history repeat itself as lawmakers and corporations show no qualms about putting targets on the backs of Asian communities to benefit their own bottom lines,” asserted NAKASEC Policy Manager, Michelle Liang. “Under the guise of national security and progress, billions of taxpayer dollars will be directed to corporations who already profit from harming the American public. As politicians and some media pundits deploy racist stereotypes around China to perpetuate nationalism, corporations continue to report record profits during a time of high inflation, rising gas and grocery prices, housing shortages, and general economic struggle for the American public. At the same time, Asian communities who have already been experiencing the consequences of being maligned by people in power, are at further risk of harm.”

미주한인봉사교육단체협의회(NAKASEC)는 최근 통과된 CHIPs 플러스 법안의 반아시안 언어를 규탄한다
2022년 7월 28일, 의회는 반도체 국내 제조에 수백억 달러를 할당하는 반도체 법안 (CHIPs and Science Act)를 통과시켰다. 이 법안은 바이든 대통령에게 보내져 법으로 서명될 예정이다.
이름만 봐서는 문제가 없는 것 같지만 CHIPs 플러스 법안 통과의 배경에는 반중국 감정과 논리 확산이 존재하고 있어 큰 우려가 된다. 의원들의 발언에는 아시안 아메리칸과 이민자 커뮤니티에 해를 끼치는 부적절하고 우려스러운 언어와 아이디어가 포함돼 있다. 백인 우월주의는 미국의 뿌리에서부터 존재해 왔기 때문에 특정 국가와 민족을 지속적으로 표적으로 삼는 것은 그리 놀라운 일이 아니다. 실제로 1882년 중국인 배척법(Chinese Exclusion Act)은 공포와 안보에 대한 유사한 주장으로 통과되었으며 수십 년 동안 계속해서 아시아 국가를 비방하는 법률로 자리잡았다. 이러한 논리와 입법은 우리 커뮤니티에 대한 폭력이 계속 늘고 있는 상황 가운데 아시안 커뮤니티에 해를 끼치고 있다. 미국은 인종, 민족, 능력, 성별, 출신 국가, 종교 등을 근거로 사람들을 차별하는 연방정책을 확대하지 않아야 한다.
아시아태평양계 커뮤니티와 단체들의 활동과 노력 덕분에 CHIPs 플러스 법안이 최악의 반중국 감정을 담은 조항 상당 부분을 없애고 통과된 것은 환영한다. 하지만 법안의 기획 과정에서 입법부와 언론인들이 나서서 문제를 제기하며 미국의 경쟁력에 필수적인 것으로 선전했다. 미국은 기술 우위와 안보를 위한 ‘경쟁’에서 중국에 맞서고 있다.
미주한인봉사교육단체협의회(NAKASEC)는 모든 반아시안, 반중국 논리에 단호히 반대한다.
NAKASEC 미셸 리앙 정책실장은 “의회와 기업들이 자신들의 이익을 위해 아시안 커뮤니티가 표적이 되는 것을 아랑곳하지 않는 역사가 반복되는 것을 계속 볼 수 있다”고 주장했다. 그는 또 “국가 안보와 발전의 미명 아래 수십억 납세자의 돈이 이미 미국 대중에게 해를 끼치며 이익을 얻고 있는 기업들에게 제공된다. 정치인과 일부 언론인들이 국가주의를 지속시키기 위해 중국에 대한 인종차별적 고정관념을 심고 있다. 기업들은 물가가 치솟는 가운데 휘발유 및 식료품 가격 상승, 주택 부족 등으로 미국 대중들이 전반적인 경제적 어려움을 겪는 이 시기에 계속해서 기록적인 수익을 얻고 있다. 이와 함께 이미 권력으로부터 극심한 피해를 경험한 아시안 커뮤니티는 앞으로 더 큰 피해를 입을 위험에 처해있다”고 경고했다.
