NAKASEC Condemns Biden’s Proposed Transit Ban as Cruel and Inhumane
Washington D.C. – On February 21, President Biden formally proposed a rule that would restrict the rights of people to seek asylum if they traveled through another country. The National Korean American Service and Education Consortium (NAKASEC) released the following statement in response:
We are outraged at the Biden administration’s most recent proposal. The right to seek safety should be a human right, and decisions around asylum carry the very real weight of life and death. This proposal will, among many other things, disproportionately impact working class Black and brown asylum-seekers who may not be able to afford a plane ticket or have existing relationships within the United States. Instead of creating an immigration system that prioritizes human life and works for Americans and immigrants alike, President Biden has condemned the world’s most vulnerable to further danger and death.
On his campaign trail, President Biden promised to create a fair and humane immigration system, including “reassert[ing] America’s commitment to asylum-seekers and refugees.” President Biden has proven dismal on his promises to immigrants – not only refusing to “undo Trump’s damage and reclaim America’s values,” but in fact expanding several of the former president’s anti-immigrant policies. Not only has President Biden continued Title 42, which weaponized false public health myths against immigrants; he is now violating U.S. law and treaty obligations by further restricting asylum.
NAKASEC is intimately familiar with the benefits of asylum for individuals, the U.S., and the world. NAKASEC’s founder, Yoon Han Bong, was a student leader in the movement for democracy in Korea. As a result of his work under authoritarian rule, his life was threatened and he was forced to flee. He sought asylum in the United States in the 1980s and the protection he was granted as an asylee saved his life. During his time in the U.S. before he was able to return to Korea, he organized Korean Americans across the country, growing political education, awareness, and support for democracy. It is from these roots that NAKASEC was born and we are proud to work.
“Not only must President Biden rescind this proposal, he must actively listen to asylum seekers and immigrant justice advocates to create a comprehensive, responsive immigration system that recognizes our shared humanity – citizen, asylee, refugee, immigrant, and migrant alike,” said John Kim, NAKASEC Digital Organizer.
“This is disappointing. President Biden has the resources to create an equitable and humane immigration system. However, he continues to dismiss his promise to the many of im/migrants who contribute to this country. Im/migrants are worth more than just our productivity! We seek safety, security, and a healthy life. President Biden’s actions have proven that we must continue to raise our voices and create a better immigration system for current and future im/migrants.” said Hyunja Norman, Executive Director, Woori Juntos, an affiliate of NAKASEC

미교협, 바이든 대통령이 제안한 입국금지 (탑승금지)를 잔인하고 비인간적이라고 비난하다
워싱턴 D.C. – 2월 21일, 바이든 대통령은 제3국을 통해 입국할 경우 망명을 요청할 권리를 규제하는 법규를 공식적으로 제안했습니다. 미주한인봉사교육단체협의회 (미교협, 나카섹)는 이에 대한 대응으로 다음과 같은 성명을 발표했습니다:
우리는 바이든 행정부의 가장 최근 제안에 격분했다. 안전을 추구할 권리는 기본 인권이며 망명 결정은 삶과 죽음이 달려있는 중대 사안이다. 이 제안은 다른 많은 것들 중에서도 비행기표를 살 여유가 없거나 미국 내에 연고가 없는 흑인과 중남미 노동자층 망명 신청자들에게 지나칠 정도로 불리한 영향을 미칠 것이다. 바이든 대통령은 인간의 삶을 우선시하고 미국인과 이민자 모두에게 도움이 되는 이민제도를 만드는 대신, 세계에서 가장 취약한 계층을 더 큰 위험과 죽음으로 밀어 넣고 있다.
바이든 대통령은 선거 유세동안 망명신청자와 난민에 대한 미국의 약속을 재확인하는 등 공정하고 인도적인 이민제도를 만들겠다고 약속했다. 그러나 이민자들에 대한 그의 약속이 암울하다는 것을 증명했다. 트럼프 대통령이 끼친 해악를 제거하고 미국의 가치를 되찾는 것을 거부할 뿐만 아니라 실제로 전임 대통령의 반이민 정책 중 몇 가지를 확대했다. 바이든 대통령은 이민자들의 공중위생과 관련하여 그릇된 정보를 무기화한 타이틀 42를 계속 유지했을 뿐만 아니라, 망명을 더욱 제한함으로써 미국현행법과 조약의무를 위반하고 있다.
미교협은 개인, 미국, 그리고 세계를 위한 망명의 이점에 대해 잘 알고 있다. 미교협 설립자인 윤 한봉 선생은 한국 민주화 운동의 학생 지도자였다. 권위주의 통치하에서 생명의 위협을 받았고 한국을 떠날 수 밖에 없었다. 1980년대에 미국망명을 신청했고 망명자로서 부여받은 보호가 그의 생명을 구했다. 한국으로 돌아가기 전에 미국에 있는 동안, 정치 의식화 교육, 민주화 지원등을 하면서 미전역의 한인들을 조직했다. 미교협이 이러한 뿌리에서 태동했고 우리는 그 전통을 지켜나가는 것이 자랑스럽다.
“바이든 대통령은 이 제안을 철회해야 할 뿐만 아니라 망명 신청자와 이민정의 옹호자들의 의견에 적극적으로 귀를 기울여 시민, 망명자, 난민, 이민자 등 우리 모두가 공유한 인간성을 인정하는 포괄적이고 대응적인 이민제도를 만들어야 한다”고 쟌 킴 미교협 디지털 책임자는 말했다.
“실망스럽다. 바이든 대통령은 공평하고 인간적인 이민제도를 확립할 자원을 가지고 있다. 하지만, 그는 이 나라에 기여하는 많은 이민자들에게 한 약속을 계속 무시하고 있다. 이민자들은 생산성 이상의 가치가 있다! 우리는 물리적 안전, 정서적 안정, 그리고 건강한 삶을 추구한다. 바이든 대통령의 행동은 우리가 현재와 미래의 이민자들을 위해 계속해서 목소리를 높이고 더 나은 이민 제도를 만들어야 한다는 것을 증명했다”라고 미교협 회원단체 우리훈토스의 신 현자 사무총장은 말했다.
