NAKASEC Celebrates the Reintroduction of Bill That Would Provide Relief for Millions
Washington, D.C. – The National Korean American Service and Education Consortium (NAKASEC) Network, composed of five affiliates in six states, celebrates the reintroduction of legislation that would update the Registry Act of 1929.
“We are thrilled that Representatives Lofgren, Torres, Meng, Correa, Espaillat, and Garcia have reintroduced the Registry bill,” announced NAKASEC Network Organizing Director Esther Jeon. “It has been several decades since our undocumented community has been legalized, and almost 100 years since the Registry Act was first enacted. The reality is that many of our community members – and many others – are ineligible for current methods of relief given the outdated date cutoffs. With millions of people living in limbo without support or viable pathways toward relief, updating the registry act date is a simple and common-sense solution. We implore Congress to act quickly to support this legislation and make the 118th Congress the first in decades to create a comprehensive and humane immigration system.”
“Today, we are watching President Biden consider returning to destructive policies like detaining migrant families,” declared Glo Choi, Community Organizer with NAKASEC’s Chicago affiliate, HANA Center. “This is a slap in the face to the millions of Americans who elected him for his promises to create a more humane immigration system. Conversely, updating the Registry Act would strengthen the U.S. exponentially by creating a more responsive and capable immigration system. It would enable many immigrants currently without status or protection to pursue their livelihoods and support their families and communities.”
“I was disappointed Registry didn’t pass the first time and am glad it’s making a comeback,” said Onion Ha from NAKASEC’s Virginia affiliate, Hamkae Center. “Respecting and protecting all human lives and rights – citizen and non-citizen alike – must be at the forefront of U.S. policy making decisions. Our communities need permanent solutions – not a return to Trump-era policies that separate families and pit communities against each other. Updating the registry is the first step to fixing a failed system that’s been unchecked too long. The reality is that safety and prosperity for every community – including immigrants and migrants – is safety and prosperity for the entire country.”
Today, Reps. Zoe Lofgren (CA), Norma Torres (CA), Grace Meng (NY), Lou Correa (CA), Adriano Espaillat (NY), and Jesús “Chuy” García (IL) reintroduced the “Renewing Immigration Provisions of the Immigration Act of 1929.” The bill updates current registry law by moving the eligibility cutoff date so an immigrant may qualify if they have been in the U.S. for at least 7 years.

미교협, 수백만을 구제할 수 있는 법안의 재상정을 환영하다
워싱턴 D.C. – 6개 주에서 봉사하는 다섯 회원단체로 구성된 미주한인봉사교육단체협의회 (미교협, 나카섹)는 1929년 등록법을 수정하는 법안이 연방의회에 재상정된 것을 환영합니다.
에스더 전 미교협 조직국장은 “로프그렌, 토레스, 멩, 코레아, 에스파일랏, 갈시아 하원의원들이 등록법을 재상정하여 매우 기쁘다”고 밝혔습니다. “그동안 서류미비 이민자 사회가 합법화된지 수십 년이 흘렀고, 등록법이 처음 제정된지 거의 100년이 되었다. 현실은 우리 지역사회의 많은 사람들이 구식 날짜 제한으로는 구제될 수 없다는 점이다. 수백만 명의 사람들이 지원이나 구제를 위한 실행 가능한 방법없이 불안하게 살고 있는 상황에서 등록법 날짜를 업데이트하는 것은 간단하고 상식적인 해결책이다. 우리는 의회가 이 법안을 통과시키기 위해 신속하게 행동하고, 제118차 의회가 수십년만에 처음으로 포괄적이고 인도적 이민제도를 만들 수 있게 되길 간청한다”고 말했습니다.
미교협 시카고 자매기관인 하나센터의 지역사회 조직 담당 글로 초이는 “오늘 우리는 바이든 대통령이 이주자 가족을 구금하는 것과 같은 파괴적 정책으로의 회귀를 고려하는 것을 지켜보고 있다”고 선언하면서 “이는 더 인도적 이민제도를 만들겠다는 선거공약을 믿고 그를 찍은 수백만 명의 미국인들에게 모욕이다. 반대로, 등록법을 개정하는 것은 더 대응력 있고 효율적인 이민제도를 만들어 미국을 기하급수적으로 강화할 것이다. 등록법이 개정되면 현재 법적신분이나 보호가 없는 많은 이민자들이 생계를 추구하고 그들의 가족을 부양하며 지역사회를 지원하게될 것이다”라고 말했습니다.
미교협 버지니아 자매기관인 함께센터의 어니언 하는 “처음에 등록법이 통과되지 못해 아쉬웠는데 다시 상정되어 기쁘다. 시민과 비시민을 막론하고 모든 인간의 생명과 권리를 존중하고 보호하는 것이 미국 정책 결정의 최우선이 되어야 한다. 우리 지역사회는 가족을 분리하고 지역사회들이 서로를 적대시하는 트럼프 시대의 정책으로 돌아가서는 안되며 영구적인 해결책이 필요하다. 등록법 수정은 너무 오랫동안 방치되었던 실패한 제도를 손보는 첫 걸음이 될 것이다. 이민자와 난민을 포함한 모든 지역사회의 안전과 번영이 곧 국가 전체의 안전과 번영으로 직결된다”고 강조했습니다.
오늘 조 로프그렌 (CA), 놀마 토레스 (CA), 그레이스 멩 (NY), 루 코레아 (CA), 아드리아노 에스파일랏 (NY), 헤수스 “추이” 갈시아 (IL) 하원위원은 “1929년 이민법의 이민 조항 갱신안”을 재상정했습니다. 이 법안은 이민자가 최소 7년 이상 미국에 체류했다면 자격을 얻을 수 있도록 자격 제한일을 변경함으로써 현행 등록법을 개정하게 됩니다.
